Let me quote a Woodland Heights Resident who articulated a major concern:
“You must know that this
development will affect us all, either directly or indirectly, in the
future. The development plan proposed in the original SUP was
negotiated in good faith with the residents of Spring Hill. As you
can see for yourselves, the new development differs significantly from
the original conceptual plan; it differs so much, that it should
warrant a new SUP application. However, the owner and developer are
seeking to “amend” the original SUP, and in doing so, they have not
only broken their commitment to Spring Hill, but circumvented the
public process. This has grave consequences for us all, for it sets a
a precedent in which “anything goes” despite our careful efforts to
promote smart and responsible development in our neighborhoods.”
A show of bodies at tonight’s meeting will be the best way to demonstrate how we feel about the way this project is being handled.

How disappointing to receive this message from FHNA leadership
“The Forest Hill Neighborhood Association does not officially support or oppose the proposed amendment.”
Whatever anyone’s feeling may be about the development itself, we should all be concerned by how this is playing out.
Public input is being bypassed on this project, but it is the public that will have to live with the results for a very long time.
If this amendment to the original SUP passes without comment, a precedent will be set. We may be successfully cut out of any future development dialog, anywhere in the city.
Think about it.
It’s my understanding, admittedly from the planning staff, that the amendment was advertised, was the subject of a public hearing before the planning commission and a public hearing before city council. If that is correct, then public input was not bypassed.
Unfortunately it is the view of many neighbors in the area that this was not adequately publicized.
The issue was not voted on last night, to allow more time for the project to be reviewed by area residents.
David: Please don’t be disappointed. The FHNA cannot have an official position on this because the group has not discussed nor voted on it. Thus any email coming from the association must be informational only until the FHNA can consider the issue and take an “official” stand. This is per our parliamentary bylaws, and it’s a pretty good system.
Fair enough. When is the next FHNA meeting, and where?

City Council last night continued the paper until the 25th when there will likely be a vote on it.
The original Special Use Permit for con-
struction in Springhill was supposed to
expire Jan. 9th if the owner of the SPU
had not applied for a building permit with the necessary plans.
The Director of Zoning allowed a permit for demolition to suffice for this building permit.
Think of 200 units on the corner of Cowardin and Riverside Drive spread out
over 3 acres, 60 ft high with 3 parking
decks. The minimum size 650 sq ft–
motel room size. What will be the im-
pact on Springhill and WoodlandHeights?
FHNA voted at their last meeting, 2/13/08
to support Springhill and Woodland Heights in their opposition to the Springhill Development.
This vote came after presentations by the
developer, Springhill, and Woodland Heights. Main concern for Forest Hill
neighbors was the impact of 200 units
on traffic along the main arteries at
Cowarding and Riverside Drive and the
impact on parking and the quality of
life in general for the residents of
Springhill.
Phil Licking in comment#6 above said that
FHNA could not send out an e-mail about
the Springhill Development because FHNA
had not voted to have an official policy
about the development. We did vote on
Feb 13 to support Springhill and Woodland
Heights in their opposition to the develop-ment Still no e-mail from FHNA to their membership about that position. I have been trying for a month to get Grace LeRose, president, and Phil Licking, web-
master, to inform the members of FHNA
of that vote and to give an update on
where the Amended Special Use Permit is
in the bureaucratic process of being passed by Council.They have refused
to send out any information. Would like
to see an e-mail update to the member-
ship. Council is supposed to vote on
the Amended Special Use Permit on March
24th.
For everyone who is waiting for negotiations between the developer and
the neighborhoods to bring a workable
compromise so that something can be built
at the corner of Riverside Drive and Cowardin, please realize that the Amended
Special Use Permit already would have been passed by Council and in effect now if Woodland Heights and Springhill and some Forest Hill residents had not gone to Council on Jan 28th. The Planning Board ignored the appeals of represent-
atives from Springhill on the afternoon of the 28th and voted unanimously to send the Special use Permit to Council for a vote that evening. I hope I’m wrong.
